certificate is much lower than that demanded

for such a certificate in this Colony.

6. I therefore consider that there is a

danger of serious abuse if the same facilities

were to be afforded in Hong Kong to ships having

the Macao certificates as to those possessing

either Hong Kong certificates or those of other

nationalities covered by a special agreement, as

the transfer to the Portuguese flag would in

such a case be sufficient to evade the local

requirements.

7. I enclose copies of correspondence with

the Portuguese Consul-General, Hong Kong, who

has since reported verbally that the matter has

been officially referred by him to the Lisbon

Government.
